Contributing household designation is being forced on homeowners who may not want it

Houses are separated into contributing and non-contributing houses, without input from the homeowner. In other words, this is not an opt-in or opt-out zoning restriction. Every homeowner is affected by historic designation without their consent. Houses that are contributing assume additional restrictions in their design and alteration freedoms that non-contributing homeowners are not subject to, forcing unequal restrictions on the neighborhood.
